NBBU, the Dutch Association of Mediation and Temporary Employment Agencies, is the active  trade association for private employment agencies representing the interests of more than 680 members, in particular among the medium-sized and small companies (SMEs) within the temp sector.


An NBBU employment agency knows its market and specialty like no other and guarantees the quality, flexibility, and reliability of its temporary employees. Every NBBU member has been tested with regard to knowledge, with regard to the correct interpretation and application of the (NBBU) collective agreement, with regard to the quality of administration and organization, and with regard to knowledge of and compliance with legislation.


The consultants who are employed by an NBBU employment agency are appropriately trained and will provide temporary employees with complete information with regard to applicable provisions of the collective agreement and safety rules. In order to keep their knowledge up to date, they make regular use of the seminars offered by the NBBU. When necessary, we consult the specialists at the NBBU legal helpdesk.


NBBU members work under the NBBU collective agreement, the most flexible collective agreement for temporary workers. A unique aspect of this collective agreement is that temporary workers can be sent out for a period of 130 weeks under a temporary employment clause. For you, this means that there is no obligation to pay a salary when there is no work. Under the special 65+-rule, it is possible for temporary workers to continue to work flexibly with you after the age of 65. In addition, the NBBU collective agreement provides for payment of the salary that is applicable in your sector from day one. This helps to prevent inequality in the workplace between your temporary and permanent employees.

NEN 4400-1 standard

The relationship between you and the NBBU temporary employment agency is covered by solid guarantees. Compliance with the NEN 4400-1 standard is mandatory for NBBU members. This standard establishes financial and administrative criteria with which a bona fide temporary employment agency must comply. A positive screening result with regard to the NEN 4400-1 standard is therewith an extra guarantee that one is dealing with a financially trustworthy temporary employment agency. It makes the hiring of employees and the outsourcing of work easier and safer. As an employer, you are thus better protected against fraud.


Dispatching is the provision of workers who will perform work (on a temporary basis) for companies that require personnel due to illness, the need to replace personnel, or peak periods. After they are sent out, the temporary personnel are working in the service of the employment agency but under the supervision and direction of the hiring company. The hiring company shares responsibility for the working conditions of the temporary workers.

In the case of recruitment & selection (placement services) the contracting entity has a vacancy at the hiring company and contracts out the search for an appropriate candidate to a temporary employment agency. When the temporary employment agency has found a suitable candidate, an employment contract between the contracting entity and the individual seeking employment is created. Once placement has occurred, the individual seeking employment is therefore not working for the temporary employment agency.


In the temporary employment sector, the word secondment is often used for the dispatching or provision of a temporary worker to a hiring company in a case in which the length of the posting is established in advance and the temporary employment agency has an obligation to continue to pay wages. Whenever there is a lack of paid work during the detachment period, the temporary employment agency must pay the salary of the worker in question.


Payrolling refers to a situation in which a hiring company has selected a particular worker itself, but does not wish to hire or retain this worker. The temporary employment agency hires the worker and sends him or her out to the hiring company as a temporary worker. It is also referred to as payroll management when a company asks a temporary employment agency to administer its payroll.
